OSWEGO UNIFIED DEVELOPMENT
With help from CMAP's Local Technical Assistance (LTA) program, Oswego and local stakeholders have embarked on a community-based process to update and modernize Oswego’s Zoning and Subdivision Ordinances to create a Unified Development Ordinance (UDO).
The planning process aligns Oswego's development regulations, land-use practices, and community vision with its adopted Comprehensive Plan. Topics to be addressed through this UDO project include zoning district updates, uses, subdivision standards, zoning applications (special uses, variances, amendments, etc.), parking, landscaping, and definitions.

Phase 1: Review existing conditions
The first phase features a detailed review of existing conditions built on information from the comprehensive planning process.

Phase 2: Assess existing regulations and public comment
Phase two focuses on creating and vetting initial recommendations based on findings from an existing conditions analysis, stakeholder interviews, and virtual public workshops.

Phase 3: Draft the Ordinance
The third phase involves the creation of the UDO, which integrates content from the Zoning and Subdivision Ordinances into one user-friendly document.

Phase 4: Public Review and Adoption
During the fourth and final phase, the UDO document will be presented for public review and the Oswego Village Board’s approval.

December 1, 2022: Great conversations with the Oswego Planning and Zoning Commission tonight at Village Hall. This was our second of three meeting with the PZC. Looking forward to talking more about how the new UDO can help implement the land use goals of Oswego on December 15!

November 10, 2022: Great introduction to the Oswego Planning and Zoning Commission tonight at Village Hall. This was our first of three meeting with the PZC. We provided an overview of the project up to this point and highlighted the great conversations we've been having with residents over the last several months! Looking forward to our next meeting on December 1 to get into the details of the UDO and how it will serve the Village in the future.

October 14, 2022: It was a cold, rainy night at Oswego East High School for the crosstown football classic against Oswego High School. But that didn't dampen our spirits as we met dozens of warm residents, parents, and students to talk a little bit about zoning, subdivisions, and planning as part of the UDO. Thanks to all of you for the great conversations!

September 10, 2022: So great to see a full house and meeting so many interested and involved residents at Coffee and Conversations on Saturday morning! Thanks so much to Village President Troy Parlier for the warm introduction and for the kind words about the UDO project!

August 30, 2022: There will be many chances to learn more about the Oswego UDO in September and October! CMAP and Village staff will be on hand to meet residents, provide information, and answer questions at the following events.
• September 10th, Coffee and Conversations - Oswego Police Station, 3355 Woolley Rd.
• October 14th, OHS vs OEHS Football Game - OEHS, 1525 Harvey Rd.
• October 19th, UDO Open House - Village Hall, 100 Parkers Mill.
August 12, 2022: Upcoming Steering Committee meetings! CMAP staff is looking forward to meeting with the Oswego UDO Steering Committee to discuss the draft ordinance on September 12 and 22. Once these conversations are complete, CMAP and Village staff will update the UDO and make it available to the public for review.

May 8, 2022: It was so much fun to talk to residents and local stakeholders yesterday under the sun at Wine on the Fox! Local leaders, Village staff, and CMAP staff enjoyed discussing the UDO project with dozens of residents.

March 7, 2022: Staff from CMAP completed an initial draft of the Village of Oswego Unified Development Ordinance. The draft will now be reviewed by Village staff before being presented to the project Steering Committee for additional comments.

December 3, 2021: Staff from CMAP and the Village of Oswego had a festive evening at the Oswego Christmas Walk! Amid the winter fun, including holiday performances, sled dogs, and even Santa Claus, we were able to carve out time to talk to dozens of residents about the UDO project.

September 14, 2021: Staff from CMAP and the Village of Oswego met with residents this evening at a public open house to discuss the UDO! CMAP staff provided an overview of the project and worked with Oswego staff to respond to residents' questions about how the new UDO might impact their neighborhoods.
September 4, 2021: Staff from CMAP and the Village of Oswego was psyched to celebrate PrairieFest with residents this Labor Day weekend! We handed out information about the UDO project and our upcoming Open House on September 14 at Village Hall.

August 3, 2021: Today, we are releasing a Recommendations Memo, which provides the overall goals of the Unified Development Ordinance project. Please see the right side of this page under "Documents" to view or download the memo.

The CMAP project team has completed a draft of a Recommendations Memo which provides the overall goals of the Unified Development Ordinance project. The memo has been reviewed by Village staff and is currently being reviewed by the project Steering Committee.
CMAP and Oswego staff will meet with the project Steering Committee on July 15 to discuss the content of the memo and revise it based on the comments received at the meeting. After these revisions, the memo will be posted here for public review.

June 10, 2021: CMAP met with the Oswego Planning and Zoning Commission. The meeting was an opportunity to introduce the project to the Planning and Zoning Commission, discuss the direction of the project, and receive feedback on the work up to this point.

May 19, 2021: CMAP met with the UDO Steering Committee to introduce the project to the Steering Committee, discuss the description of the project, and receive feedback on the work up to this point.
May 18, 2021: CMAP met with the Oswego Village Board as part of its Committee of the Whole meeting. The meeting was an opportunity to introduce the project to the Village Board, discuss the direction of the project, and receive feedback on the work up to this point.

oswego zoning survey
To implement the vision that was developed in the 2015 Comprehensive Plan, the Village of Oswego is working with the Chicago Metropolitan Agency for Planning (CMAP) to update its zoning and subdivision regulations. These regulations control how land is developed, including the use of buildings, parking, landscaping, and signs. This brief survey will help us understand what types of development you’d like to see in the years to come!
